Wages: Mental Health Specialist 1: $20.45 - $27.40 hr Mental Health Specialist 2: $23.53 - $31.55 hr MENTAL HEALTH SPECIALIST 1 DESCRIPTION: GENERAL STATEMENT OF DUTIES Plans and carries out recreational, social and skills training activities; performs case management and counseling functions with consumers and their families; facilitates counseling and/or skills training groups; performs related duties as required. Primary responsibility of this class is case management and counseling, without responsibility for developing and implementing specific programs in the community. SUPERVISION RECEIVED Works under supervision of a supervisor who assigns work, establishes goals, and reviews the results obtained for overall effectiveness. SUPERVISION EXERCISED Supervision of others is not a responsibility of positions in this classification MENTAL HEALTH SPECIALISTu00a02 DESCRIPTION: GENERAL STATEMENT OF DUTIES Provides independent functional assessment and treatment of clients; provides crisis intervention services; assists in the development and implementation of behavioral health services to the community, including treatment groups; performs related duties as required. Primary responsibility of this class is to provide crisis intervention, case management, and treatment services, including intensive services, to consumers and their families and/or to develop and implement specific services in the community. SUPERVISION RECEIVED Works under the supervision of a supervisor who assigns work, establishes goals, and reviews the results obtained for overall effectiveness. SUPERVISION EXERCISED Primary supervision of other employees is not a responsibility of positions in this classification. May act as a Clinical Supervisor designee when needed. May assist in the supervision of practicum students and/or volunteers. Typical Duties - Duties include, but are not limited to the following Meet with clients annually to update treatment plans, comprehensive mental health assessments and other related required paperwork per Office of Mental Health and Addiction Services Oregon Administrative Rules. Case management, including community based services, of persons with severe and persistent mental illness and co-occurring disorders to include advocacy and brokerage on behalf of client to access community resources. Coordinate crisis management services and coordinate care with Medical Services Team. Provide community outreach including Woodburn and rural areas. Provide individual counseling services. Work on development of client's natural supports. Maintains client's records and documents services provided to reflect progress in services as well as service needs. Develops and facilitates an evidence based practice delivery model and at least 1 Evidence Based Practice group. Complete clinical record documentation in timely fashion. Meets performance expectations for time and billing standards. Work with a team of clinicians and supervisor for clinical supervision, treatment planning, team meetings and trainings. Other duties as assigned by your supervisor. Be active part of team meetings during team development for service delivery model. Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.u00a0 Requirements for the Position Mental Health Specialist 1 Minimum Qualifications : Possession of a graduate degree in Psychology, Social Work, Recreational Therapy, Music Therapy, Art Therapy or a behavioral science field, or possession of a bachelor's degree in Nursing and licensed by the State of Oregon, or possession of a bachelor's degree in Occupational Therapy and licensed by the State of Oregon; OR second year graduate students waivered as QMHP's by the Oregon Health Authority. An exception to the graduate degree requirement will be given to those identified as having grandfathered QMHP status with Marion County. Additional requirement for Mental Health Specialist 2 level: In addition to the educational requirements above, the Mental Health Specialist 2 must have at least one year of full-time, post-graduate degree experience in the behavioral health field NECESSARY SPECIAL REQUIREMENTS Must have the ability to be credentialed as a Qualified Mental Health Professional (QMHP). Applicants may be required to pass a practical knowledge and skills assessment as part of the interview process. Applicants who have already been credentialed by Marion County Health Department as QMHP are not required to submit transcripts, copy of certification or Credentialing form with application. Selected applicantsu00a0will be required to provide college transcripts at interview. This position may be subject to the following: Must not be excluded from participation in the federal health care programs (Medicaid, Medicare and other federally funded programs that provide health benefits); AND must not be excluded from participating in federal procurement (Federal Acquisition Regulation) and non-procurement activities (Executive Order No. 12549). Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana. Typical Work Schedule:u00a0Monday through Friday, 8:00 am - 5:00 pm with some evenings and with flexibility depending upon the needs of the department and program. REQUIRED KNOWLEDGE, SKILLS AND ABILITY Working knowledge of community mental health concepts and/or chemical dependency case management and treatment services; Working knowledge of client assessment, treatment planning and treatment protocols; Working knowledge of mental health disorders and diagnostic classifications; Ability to establish positive working relationships with other employees, clients and their families, other agencies, and the public; Ability to prepare concise and complete documentation related to client treatment and progress in services in a timely and professional manner; Ability to work within a team and collaborate with team members; Knowledge of and ability to act professionally with regard to a code of ethics and confidentiality.
